The internet is not a legal vacuum. Politically motivated threats are also punishable on social networks. The paragraph against incitement to hatred criminalizes, among other things, the dissemination of writings – including posts and comments – that incite hatred or violence against queer people or attack their human dignity, e.g. through insults or slander. The Federal Digital Services Act is aimed at combating hate and hate speech as well as fake news on the internet. It obliges social network operators to delete or block illegal content.

In order to effectively combat online crimes and cybercrime, the security authorities and/or reporting offices, such as HateAid or the Hamburg/Schleswig-Holstein Media Authority, should be involved as early as possible.

For general crimes, it is best to contact the police directly.

Documenting and prosecuting digital hate and violence will be easier for everyone!

If you come across hate speech on the internet and especially on social networks, you can report it easily and simply using one of these three options:

Very important: If you are not sure whether the comment is actually criminally relevant or not, remember: It is better to report too much than too little!

By the way: If you yourself are affected by the comments, you can get free counseling for those affected via HateAid and – should legal proceedings be initiated – legal costs can also be financed in suitable cases.

The Hamburg/Schleswig-Holstein Media Authority (MA HSH) offers those affected the opportunity to report hate postings via an online complaint form. It works intensively with its broad cooperation network of public prosecutors, law enforcement agencies and over 130 counseling centers to not only delete hate postings quickly, but also to hold the authors accountable.

As a cooperation partner of the association velspol Schleswig-Holstein, MA HSH supports its “STOP the HATE” campaign. Eva-Maria Sommer, Director of MA HSH: “There is no room for hate and hate speech in the digital world either. We want all those affected to know: You are not alone. There are good ways to fight back and we will help you.”
